Issues affecting the 2nd District and Lee's Summit...

 

Allan Gray's vision is to promote ideas and policies that give voice to the residents of Lee’s Summit that will make our city known for its Sustainability, Livability and Vitality!

SUSTAINABILITY
Support sustainable growth by maintaining a balance of residential and commercial development.

  • Monitor our existing and future retail as it ages and upgrade aging properties to maintain consistency with market and demographic trends
  • Promote policies that preserve the historic and architecturally significant housing and buildings in our community
  • Continue to plan for growth and build upon the 21st Century Plan, downtown master plan, thoroughfare master plan, etc.
  • Analyze impact on the quality of life of the community in considering all development projects and plans
  • Evaluate the fiscal impact of all plans on the school district to insure that public funding for school is not jeopardized. Use tax incentives appropriately and without negatively impacting school district revenue streams

LIVABILITY
Support and position arts, culture and recreation as an important part of our community infrastructure.

Ten years ago, Allan helped attract funding from
the state arts council to help fund the Lee's Summit
Parks and Recreation Summer Concert Series.

  • Support the Cultural Plan
    • Hire arts & culture director to implement cultural plan
    • Integrate arts & culture into DNA/infrastructure of city
    • Establish Lee’s Summit as a player for arts and culture in the metroplex
    • Support city and local business participation in the ArtsKC Fund
    • Provide legislative and policy mechanisms that support the creative class, encouraging them reside and work in our city

  • Support tourism efforts and the revitalization of downtown
    • Support the development of the Lee’s Summit Parks and Recreation amenities including the expansion of the Katy Trail into the metro area using a viable route along the abandoned Rock Island railroad corridor
  • Support Public Safety
    • Maintain appropriate revenue levels to ensure adequate police and fire protection in every segment of the community
    • Continue focus on road improvements and update of thoroughfare master plan
  • Create a more livable environment and join other cities and the Mid America Regional Council (MARC) by creating a Climate Protection Plan which will address the control of green house gas emissions
    • Solid waste recycling
    • Plant trees in the city
    • Bio fuels
    • Wind Turbines
    • Native Landscaping
    • Traffic Signal synchronization

VITALITY
Make Lee’s Summit an exciting, growing, well planned and designed city with a strong sense of place and community.

  • Promote and maintain uniqueness of downtown shopping, restaurants, arts and culture.
  • Promote commercial, industrial, and retail development of Lee’s Summit including the redevelopment efforts to revitalize downtown.
    • Expanding basic industries means more assessed valuation, more jobs and broader tax base to pay for schools and for city services such as police, fire and transportation improvements.
  • Enforce existing design standards of the Uniform Development Ordinance in all planned and future development, with particular focus on the management of infill development in the downtown core.
  • Support orderly growth through an improved city wide transportation infrastructure
  • Support the implementation of the Lee’s Summit Road Improvement Plan
